Solution
This is expected behavior. To maintain accurate completion percentages of published content, Draft Lessons will be set to 100% complete on the Progress Report until they are published. Once published, the percentage will switch to 0% completion until students complete them.
To help avoid any confusion when reviewing your Progress Reports, you can mark your draft lessons by adding "[DRAFT]" to the title name to notify collaborators that you are still working on the lesson.
